The NO List — Four Categories (And Where They Actually Go)

1. Asbestos-containing material — popcorn ceiling scrapings, old vinyl flooring and mastic, certain insulation from pre-1980s homes. Requires certified abatement. In the Portland area, DEQ rules apply even for homeowners; testing before demo of old materials is the law, not a suggestion.
2. Lead paint debris — chips and sanding dust from pre-1978 paint. EPA RRP rules govern this waste stream.
3. Medical waste and sharps — needles, lancets, medication. Pharmacies and Clark County / Metro collection sites take sharps in approved containers.
4. Loose lithium batteries — the fastest-growing cause of garbage truck and facility fires. Tape the terminals and use battery drop-offs (many hardware stores) or hazardous-waste sites.

The Gray Zone (Ask First)

• Tires: accepted with per-tire disposal fees at transfer stations — haulable, but expect the fee passed through honestly

Why This Question Is a Hauler Quality Test

Ask any junk removal company: "Can you take a bag of old paint cans and some batteries?" A legitimate operator explains the hazardous waste route. An operator who says "sure, no problem" is either eating fines or dumping illegally — and in both states, illegal dumping cases can trace back to the waste's owner.
